The guidelines are structured in six chapters, following the different steps of
implementation of the Enerscapes project. Every partner was in charge of one
chapter, containing the common methodology and the comparison of different
experiences; while MIEMA and Lazio Region coordinated the activities related
to the definition of guidelines and the editing of the final publication.
The first chapter (responsible: Regional Ministry of Agriculture, Fisheries and
Environment, Junta de Andalucia, Spain) illustrates the legal framework and the
approach to territorial analysis, including the mapping of ecological and cultur-
al landscape values and the localisation of RES potentials in the selected areas.
The second chapter (responsible: RAEE, France) presents the definition of the
Communication and Participation Plan, supporting the identification of key ac-
tors, target groups and specific tools for stakeholders’ involvement. Under this
respect, partners’ experiences are very varied, and can be very useful in suggest-
ing proper strategies to other territorial contexts.
The third chapter (responsible: Province of Vercelli, Italy) illustrates the approach
to the definition of scenarios and describes it step by step, including the data
required, the tools for analysis and the portrayal techniques, together with the
results achieved by the partners in their local contexts.
The fourth chapter (responsible: Maribor University, Slovenia) is dedicated to
GIS, which is at the core of territorial analysis and scenario building. Aim of this
chapter is to describe the construction of a geodatabase for landscape analy-
sis and RES production, specifying projection systems, software, metadata and
scales used. The Enerscapes geodatabase can be integrated with other local tools
for territorial analysis, supporting the definition of specific policies and planning
tools for energy and landscape.
The fifth chapter (responsible: CEA, Cyprus) describes the process of scenario
